About the University Institute of National Defense
Presentation
The National Defense University Institute (IUDN) is a national public higher education institution with administrative, financial, patrimonial, scientific, pedagogical, statutory, cultural, editorial, and disciplinary autonomy. Its mission is to promote higher education, academic and professional training, research, and innovation in the areas of defense and security, contributing to the sustainable development of Timor-Leste. The Institute is governed by the decree-law of its creation, by these statutes, by the internal regulations, and by the legislation applicable to the indirect administration of the State.
The IUDN is headquartered in Dili and carries out its activities throughout the national territory, and may create regional delegations with government authorization. The official languages of instruction are Tetum and Portuguese, and may include other relevant foreign languages.
Mission
The mission of the IUDN is to promote excellence in higher education, academic and professional training, research, and innovation in the field of defense and security. To that end, its main objectives are:
● To train and qualify members of the Armed Forces and Security Forces, preparing them for command, leadership, and management roles, with high technical and ethical standards.
● To develop individual and collective skills for joint and institutional missions, strengthening the security and well-being of the country.
● To support the training of personnel for the Public Administration, including civil protection areas, and to promote capacity-building initiatives aimed at civil society.
● To bring the Institute closer to society, reinforcing territorial cohesion and national affirmation through knowledge and culture.
● To promote research, development, and innovation, generating knowledge
useful for the defense, security, and sustainable development of Timor-Leste.
In summary, the IUDN directs its actions towards more effective national defense and security, the enhancement of knowledge, and the strengthening of Timorese identity and sovereignty, always maintaining an approach consistent with the strategic and ethical values that define it.
Vision
The vision of the National Defense University Institute (IUDN) is based on the commitment to strengthening national defense and security awareness as a condition for the economic and social development of Timor-Leste.
The Institute aims to establish itself as a reference in national strategic thinking, promoting culture and knowledge, valuing professionals in the Armed Forces and Security Services, and encouraging debate, research, and innovation in the areas of defense and security. Through this action, the IUDN contributes to the sustainability and strengthening of the State of Timor-Leste.
